WTO Rules Against Indonesia In US Coated Paper Tax Dispute
Tax-News.com, Brussels – On December 6, 2017, a World Trade Organization panel ruled
in favor of US authorities in a dispute concerning trade dispute duties levied by the United
States on Indonesian exporters of coated paper, having earlier twiced deferred forming a
panel.
In its ruling against Indonesia, the panel rejected all challenges to the US anti-dumping duties
and countervailing duties, which were introduced with the intention of counteracting the
sale by Indonesian companies of coated paper into the US market at below Indonesian market
prices – a practice known as “dumping” – and unfair subsidies.
The dispute began in March 2015, when Indonesia had requested consultations with the
United States concerning the imposition of anti-dumping and countervailing measures on
certain coated paper products from Indonesia, as well as the investigation underlying those
measures.
